update - wendy from last meeting
firefighters report
- love our signs, but can't see our addresses or street names. Wendy has sourced reflective paint, and suggests getting reflective stickers. Wendy has a box NCs can borrow with paints in them. ( passes box around, very cool. )
- ? which numbering system ? round discussion. Simple "block" designations don't work due to historic numbering. The county GIS and the water company / owners may have different numbers ( general assent to house having 2 numbers ). Ross points out that the 'real numbers' will involve the county building people and no one wants that. ( Casey: the county GIS is public, we could pull their number off that system without involving them. )
- Suggestion: use the numbers the owner uses; those will be the numbers in the 911 call. ( note 911 may have a different address associated with the phone # ) ?NC's have temporary signs they stake out?
- really big problem if everyone is coming out and first responders are trying to get in. OK we agree to cook up a scenario for that. does someone scoot out to direct traffic? they could use their radio to listen to the DISPATCH channel and hear if the trucks are coming in... etc.
- not interested in our local maps.
- Discussion re PAFF stuff. Casey had talked with the SSEO crew and they note that the GIS mapping using their hardware has yet to flow down to the local stations, and so the CalFire 'daily crews' don't know about it. The maps they said they would use are the ones this project is re-enforcing. Seemed that we should continue to liaise with Peggy and Pat to do the official mapping, modulo NC gathering neighbor consent ( see below )
- opinion: So our local maps are great for us, during the minimum 30 min to ? a week ? it'll take official people to get to the canyon.
- don't really shut off any water.
- clear out around propane tanks. CERT trained people repeat the "don't turn off gas unless you smell gas" training rule. Don points out that turning back on pilot lights isn't too big a deal.
- ? should we get training in putting out a small fire for BCERT team? to properly use the firehoses we're starting to find ( THIS DIDN'T RESULT IN A CLEAR TODO DID IT? )
- brings to discussion the need for scenarios.
- ( defibrillator at Mark house ) ( ! ) discussion about training. people point out that the instructions are pretty clear. the things are not supposed to zap if they don't need to. setup is different for infants, should be displayed on the unit.
- action item: communication reports into the canyon about incidents. Someone needs to invistigate the various ways people in the canyon hear about issues in the surrounding area. Scanners? Phone calls from concerned friends? Firetrucks at the gate?
about wiki
casey quick talk. ( I didn't type because I was talking ) OK the deal is that there is a fair amount of information in teh wiki, and it's open to editing to NCs so we have a common repository of the information they are gathering. For example these notes will go into the wiki where people can clean them up, amplify, link to ToDos, etc. Also most of BillA's ToDos are in the ToDo system now.
presentation at talk ( note: what? )
neighborhood coordinators info
- wendy is packet person for NC
- william - Bill A has done a good job of walking around the neighborhood explaining the stuff and having people provide basic emergency info. in William and bill's zone we have 8 our of 10. harder to get part timers. ( bill A is Holly and Bill ). One resident was concerned about her security WRT people coming onto her property. ( just walking up the stairs and knocking )number one problem is privacy issue / people walking up to the house. ( upper madrone has more of this? )
- William - takes a bit of work to dissuade concerns. ?initial contact by phone? Christine best to call first.
- ( discussions about individuals and issues )
- wendy - one resistance dude are thankful
- bobSpears - not sure about a couple of people some are almost never here. everyone else we know
- discussion about using water company info to contact people. since this is a sub-committe of teh water company it seems sensible to use water company contact info, respecting the expressed privacy concerns.
- discussion about 2 new families.
- discussion about annual meeting & getting info to people about comitteee. Michael is going to be giving a sort presentation and Casey is setting up a desk at the Emergency Hut w/collateral. Casey is to source more of the "20 Weeks to Preparation" pamphlets, as that one seemed most practical, and could be used by part-timers on their regular trips into the canyon
siren protocol
- what does it mean? get out? no, come to the pool to find out what's up?
- who can do this? anyone. you're responsible if you do it.
- discussion on how this matches CERT training for incidents - you are in charge until you can get someone better.
- is there a test tomorrow? no Sept 1.
- blow it 3 times?
- CP: in past it's blown to let people get word of mouth out. for example if there is an earthquake we know. otherwise we don't know what's up.
- Bob: what about kids messing around? Ross: I banish them forever
- KPDO will be monitoring the Ham people etc and the EC to figure out how to disseminate what
- TODO Casey - add walkie talkie radio channel to Siren Protocal
- 89.3 add KPDO
- 1680 AM channel ( cant do AM on these radios )
- Casey: print the document after those edits for Sept 1 big meeting
Last Radio Exercise
- went well, group was able to daisy chain from Ken's to the GS Camp. meaning that while both ends didn't talk people in the middle could be able to relay info. ( note: we should practice this )
- Wendy gave Bob info on radio model, better antennae
- Casey gave Wendy the radio for Dallas, which has the current programming
- ( Note: the BaoFangs have the ability to tune into commercial FM radios. Casey should probably make that a default on the programming. TODO )
Repeater - Casey is setting up a cheap repeater for our walkie-talkie / GMRS radios. this will require a mass reprogramming of the radios, but that won't be a big deal. At first this will be at 316 Madrone as that's where it's easiest. Ham Repeater - there is something going on with the repeater on the hill. Casey will be working with Peter Chupity to actually move the part that links us to the outside world. Apparently someone can see one of the antennae... and moving it will allow us to reach something which has been rebuilt on Mt. Diablo.
Escape Routes
- Casey gets cranky about calling these 'escape routes.' "They may be for flooding but for fire they seem to be death traps." After this exhibition of being cranky the group decides to call them 'exits'
- don - woodhaven trial is straight up hill, also dining hall property. GS trail is the best. the BillA/Don hike up from Gilbert? isn't viable ( see Mantis ) People pass around a copy of the GS trail system.
- perry trail - denise marks/marsh pretty impassible. uphill owners are ok with emergency travel, but don't want regular travel / maintenance.
- kens' trail jeff allen sez ok in an emergency otherwise can't go up it.
- joan: mccormick springs? same problem, goes to geoff allen's place so same constrictions. john 'kalemms' property is up there.
- plan to do hike? monday the 3rd after labor day. bring your GPS stuff. 10 am. meet at the gate
- radio test - 9am this saturday? was that _this_ saturday?
BIG WATER MEETING
- Michael is speaking, introducing the group etc
- Casey has Siren protocol and other protocols to produce
- ? Example of reflective numbers TODO WHO?
- ? Block numbers? TODO WHO?
next meetings - 4th Friday of September
- scenarios?
- not a 'general meeting?'
- casey offers wiki / todo system training. People as that we don't do it all at once.
