- if it's our emergency who and how do we notify
- Assessing the emergency
- within our capabilities
- we need help
- we need to evacuate!
- Executing the response
- help and shelter
- contact outside help
- ensuring correct response
- timely access / egress to staging point
- co-ordinate evacuation
