- there is declining participation by local governments in emergency planning ( city, county ) and the school systems are stepping up
- CEC was formed so OES and CalFire will have feet on teh ground who understands the various community volunteer formats.
- getting official Activation for drills is difficult, let alone actual emergency situations
- CPeery and another local radio ( HMB ) open discussion
- record 4 points for automated broadcast: 1) Fire, go Down 2) Tsunami, go UP, 3) EQuake shelter in, 4) flood go UP
- pumpkin fest budget for security skyrockets due to Gilroy Garlic Fest shooting

- Frenchman's Creek is offering 5 days of training in a local park - Water, Shelter , Food, Security, Family Traiing are the issues/lessons
