Scenario
A few days after a large earthquake and accompanying mudslides have cut off Butano Canyon a series of loud sounds are heard from up canyon. These are shortly followed by a garbled radio message on the community GMRS channel, which are only heard by those with generators. Someone turns on the community emergency siren at the commons area. This is the community call for neighborhood coordinators to go into action.
Neighborhood Coordinators gather at the previously agreed-upon meeting point. One reports having seen a new landslide en route, and another reports that Butano Creek is once again very silted up.
One Water Company employee, also a Neighborhood Coordinator, is missing. It is thought that they sent the garbled radio call.
