Emergency Prep 3/23 Wendy's

Quick Review of prior meetings by Catherine

* Personal Go Kit (3 days) (put together by Pat O’Coffey and Peggy Wargo, GIS Mapping)
* There is a website created by Pat OCoffey called ssepo.org, which stands for South Skyline Emergency Preparedness Org. go kit list, (http://www.ssepo.org/basic-steps.html)
* Neighborhood Coordinator
** Catherine reviewed the goals we hope to meet by finding Neighborhood Coordinators.
** Introduce yourself and get to know who's who and what's what of the neighbors assigned to you (assignments below).
** Identify gates, fences, safe routes for your neighbors
** We now have about 13 neighborhood coordinators – see current list below
* Butano Canyon Level
** Each neighborhood coordinator (nc) should know who the other neighborhood coordinators are (see current list below)
** We’ve started walkie talkie drills, and first Sundays aren’t working so we’re moving to first Saturday of the month at 9am. In the event of an emergency we can use up to 4 channels to allow separate teams to communicate with each other. All our walkie-talkies are programmed with these channels.
** Some of us are taking CERT, and we hope to achieve common terminology which we can use with other emergency teams. Note: Lisa Mateja described a co-operative agreement between the involved agencies for shelter-opening procedures which seems to be a rather flexible process and pivoted on the common respect between the agencies' on peer judgement.
** The school can be opened up by any of the 5 co-ordinating groups.
** Joan McCormick mentioned the emergency shed at the end of the volleyball court. We need to inventory it. Cotton is going to put a sign on it identifying it. Wendy made 4 copies of the keys.
** We discussed various exit strategies out of the Canyon in the event of certain emergencies. Several people volunteered to explore options and report back at the next meeting.
** We also discussed the fuel ladder that we need to get out if we can, or a “controlled burn”, and Rob Skinner was supposed to coordinate a removal of Redwoods and Fir that people would like to get rid of with the help of Big Creek Lumber.
** Catherine, mentioned that we need a call tree to notify people and that's back to the neighborhood coordinators.
** Currently Ethan Mateja and Ross Noguchi are fixing the alarm siren at the pool. We need to come up with a siren code: two blasts flood, three fire, four come to rally point
** The GIS mapping project. Joan added that we have photos of all the water meters with their locations with the maps
** Don Gilbert: we need to contact everyone about GIS mapping. Don volunteers to draft a letter for the population. We need a mixed strategy; emails, hand delivery, Don's email list. Don volunteers to do a letter for distribution.

Our next steps:

Quick Review of prior meetings by Catherine

* Personal Go Kit (3 days) (put together by Pat O’Coffey and Peggy Wargo, GIS Mapping)
* There is a website created by Pat OCoffey called ssepo.org, which stands for South Skyline Emergency Preparedness Org. go kit list, (http://www.ssepo.org/basic-steps.html)
* Neighborhood Coordinator
* Butano Canyon Level
Emergency Prep 3/23 Wendy's

Quick Review of prior meetings by Catherine

* Personal Go Kit ( 3 days ) ( put together by Pat O’Coffey and Peggy Wargo, GIS Mapping) -- There is a website created by Pat OCoffey called ssepo.org, which stands for South Skyline Emergency Preparedness Org. go kit list, ( http://www.ssepo.org/basic-steps.html )

* Neighborhood Coordinator
-- Catherine reviewed the goals we hope to meet by finding Neighborhood Coordinators.
-- Introduce yourself and get to know who's who and what's what of the neighbors assigned to you (assignments below).
-- Identify gates, fences, safe routes for your neighbors
-- We now have about 13 neighborhood coordinators – see current list below

* Butano Canyon Level
-- Each neighborhood coordinator (nc) should know who the other neighborhood coordinators are (see current list below)
-- We’ve started walkie talkie drills, and first Sundays aren’t working so we’re moving to first Saturday of the month at 9am. In the event of an emergency we can use up to 4 channels to allow separate teams to communicate with each other. All our walkie-talkies are programmed with these channels.
-- Some of us are taking CERT, and we hope to achieve common terminology which we can use with other emergency teams. Note: Lisa Mateja described a co-operative agreement between the involved agencies for shelter-opening procedures which seems to be a rather flexible process and pivoted on the common respect between the agencies' on peer judgement.
-- The school can be opened up by any of the 5 co-ordinating groups.
-- Joan McCormick mentioned the emergency shed at the end of the volleyball court. We need to inventory it. Cotton is going to put a sign on it identifying it. Wendy made 4 copies of the keys.
-- We discussed various exit strategies out of the Canyon in the event of certain emergencies. Several people volunteered to explore options and report back at the next meeting.
-- We also discussed the fuel ladder that we need to get out if we can, or a “controlled burn”, and Rob Skinner was supposed to coordinate a removal of Redwoods and Fir that people would like to get rid of with the help of Big Creek Lumber.
-- Catherine, mentioned that we need a call tree to notify people and that's back to the neighborhood coordinators.
-- Currently Ethan Mateja and Ross Noguchi are fixing the alarm siren at the pool. We need to come up with a siren code: two blasts flood, three fire, four come to rally point

Meeting minutes -- Friday, July 27 2018

Fire Department introductions: 3 Cal Fire members joined the meeting and spoke with the group. Some of the topics covered:

* in the event of a canyon fire, the local truck would arrive with a total of 900 gallons of water
* hydrant hookups in the Butano are compatible with hookups on the truck
* flooding (in town) was discussed, fire department stages a secondary group at Pescadero High School during high water
* in the Butano, due to the amount of live fuel, there would likely be adequate time to exit the canyon
* fire will climb fastest uphill, but does go downhill depending on wind conditions
* defensible space (paper handouts) are best defense for residents
* fire department distributed these during inspections in prior years, has not happened in recent years due to lack of resources
* defensible space handouts were distributed to the group
* propane tanks defensible space is 10 feet
* most modern propane tanks have shutoff valve that is triggered in high heat condition
* was discussed that an effort should be made to ensure that all Butano propane tanks are equipped with this shutoff valve
* fire department would not use any GIS mapping provided by us, they would use their own maps (basic maps)
* in the event of a canyon fire, do not shut off the water system, fire department will use it
* residents should focus on getting to safety, and letting the fire department handle the fire
* importance of clearly marked addresses was stressed
* addresses should be at least 6-inch numbers, hi-contrast with sign or building
* if residence has a long driveway, address should be posted at end of driveway
* addresses and street signs should use reflective numbers/letters for night viewing
* during a fire, resident sprinkler systems should stay off, to allow for higher water pressure in system
* residential 5000 gallon tanks are not a bad idea, should be considered for those interested
* always call 911 in the event of a fire, as opposed to calling the station directly
* 911 has a broad dispatch that will coordinate with other stations, areas
* do not stay at home, watering down your house, during a fire
* the Madrone sign before the bridge should be more visible, reflective paint for letters was discussed

Fire Department members leave the meeting, the group remains.

* Paths out of the canyon were discussed. Several attempts were made to discover/clear the Peery trail, but none were able to find the trail. The trails at the Girl Scout Camp were discussed as two of them exit to Butano State Park.
* The siren at the pool is operational, but more information is needed on how it works.
* Neighborhood groupings were updated, Joan presented the canyon map with neighborhood assignments
* The far Madrone neighborhood which was unassigned to be handled by William
* Coordinator handouts were distributed, outlining the information to be gathered from residents
* Don's letter was discussed, was posted and mailed. Don was not at the meeting, need more feedback on that effort.
