In the 1980's after the BCMWC was established, the Board and community recognized that there should be a way to alert all Canyon residents in a quick, efficient way when an emergency effecting the entire community has occured. An 'air raid' type siren was located at the pool. This location is approximately the center of the Canyon property. It maximizes the efficiency of the sound transmissions and minimizes the distance individuals wold need to travel to congregate. The Siren fell into disuse and was repaired by Ross Noguchi ( et al ) in the Summer of 2018&lt;br /&gt;

The siren will be used when there is a need to notify individuals in the Canyon that an emergency has occurred that may effect everyone, to account for the safety of all and coordinate resources to address the situation. ( join in on the Community Radio Check first Saturday each month at 10 and test it out ) If that's too tricky try Channel 1 on your radio; that's BU-0 in our emergency plan and someone will remember to check it. &lt;br /&gt;

We can collect information on the conditions in the canyon quickly and prioritize responses as needed. Several of your neighbors have taken the training on the use of ham radio and will be able to get information to emergency personnel outside of the canyon on our needs or lack of them.&lt;br /&gt;

** Vanessa - saw fire from along 1 thought it was HMB, partner saw / smelled nothing. asks: are there other ways out? how do we get out of here?&lt;br /&gt;
*** discussion, centering on &amp;quot;fast exit Canyon&amp;quot; hours really to climb out on poorly maintained trails across private land.&lt;br /&gt;
** Susanne - calls many folks but confusing stories from all the people called. Basic response: &amp;quot; We will come to get you out if you need to get out&amp;quot; Feels like it can't be trusted. &lt;br /&gt;
** Cotton - got a call from a friend in SF, got on radio, Ed Coffeey answered! very comforted by use of radio! remembered to pack CASH MONEY this time, prior power outage meant no cash available. please remember to do this folks.&lt;br /&gt;
** Michael - heard on radio while driving around San Mateo&lt;br /&gt;
** Susanne - ppl did't seem alarmed in town. more ( unhelpful ) gossip in town than anything concrete&lt;br /&gt;
** William - mentions that generators are hot and could cause more fires&lt;br /&gt;
** casey - Received SMC alerts ( quick check, not all folks got the SMC alerts, even in-canyon ) then monitored FireDispatch.com. &lt;br /&gt;
** jen - heard from someone then went to wendy's to help. she and mike walked the canyon updating people, very helpful. Used an old phone plan list from ?Larry and Nancy? &lt;br /&gt;
** wendy - got a call from friend in emerald hills ( another high risk area, but more roads out ) people called like crazy so the phone wasn't useful. too many folks without the little radios.&lt;br /&gt;
&lt;br /&gt;
No one at station 59 answering phone. ( all out fighting fire ) Later their replacements didn't know about Butano Park or anything. what's up with our maps? ( different organizations, no one to do 'introduction' to area to out of towners, etc ) Others said that the phone was answered by a crew from Belmont ( or something that began with a 'B' ) and that they had no idea about Butano Park aka the Canyon.&lt;br /&gt;

Sheriff's department wasn't saying anything about evacuation. ( note: they probably can't following orders and procedures for emergencies. they want to be very careful on causing a mass exodus )&lt;br /&gt;

consensus - get your stuff ready. have cash around in fire season. make better community friends with fire station ala La Honda ( may be diff; La Honda is volunteer Sta 59 is professional ? ) &lt;br /&gt;

casey - Ari had said in this situation that 911 is the place to call. it helps even as they keep count of how many people are calling which may change their response.&lt;br /&gt;

Note even tho we're in a redwood forest the mount of the canyon isn't. The Mushroom farm building complex is about 3 miles from the mount of the canyon. In the Paradise fires ignition causing fires were caused by embers blowing as far as 2 miles.&lt;/div&gt;</summary>

# they are intended for regional solutions, and it's not clear that the Butano Canyon _itself_ is a region.&lt;br /&gt;
# so for a regional solution the Canyon should focus on&lt;br /&gt;

== Monday, February 25 2019 Casey and San Mateo Arborist re upcoming changes to Tree permits ( hence CalFire Fuel Reduction complexity: PMAC )==&lt;br /&gt;
San Mateo County is in the process of updating their tree ordinance. Given population and engagement levels the interim document addresses the constraints of the BaySide communities more than the Coast Side.&lt;br /&gt;
&lt;br /&gt;
At the last 2 PMAC meetings this came to a bit of a frothy head, with County staffers being accused of ignoring the reality of the Coastside community environments, and shirking their duties as public servants.&lt;br /&gt;
&lt;br /&gt;
the county folks responded with a request for guided tours of the coast side WUI hamlets, with their arborists so they could incorporate the issues into the next writing round. essentially &amp;quot;put up or shut up.&amp;quot;&lt;br /&gt;
&lt;br /&gt;
Casey, working as both PMAC and BCERT/Fire Grant guy, met with some County folks and Loma-Mar / San Gregario / La Honda people to give an issues tour.&lt;br /&gt;
&lt;br /&gt;
== goals ==&lt;br /&gt;
Casey is pushing for&lt;br /&gt;
* different tree girth values for coastside rules. This would re-instate an older set of rules which had differing numbers for east or west of Skyline&lt;br /&gt;
* removal of tree-replacement fees for coastside hamlets. ( we don't have room for more trees, most likely ) Sort of a bio-regionalism. &lt;br /&gt;
* redwood trimming being a special case&lt;br /&gt;
Colleagues were pushing for&lt;br /&gt;
* more clear communication about the role of PG&amp;amp;E&lt;br /&gt;
* burying power lines&lt;br /&gt;
* what do do about extensive maintenance due to PG&amp;amp;E 'whacking' - why should a home owner bear the administrative burden of fixing/felling these trees?&lt;br /&gt;
* clarification on the extent of Scenic Routs ( there are special rules for this ) &lt;br /&gt;
* clarification on the role of other agencies: Coastal Comission, CalFire, Parks, etc.&lt;br /&gt;
* differences between RM and RA (?) zoning and permits&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
Discussion looked positive for the second and third of those points, which was encouraging.&lt;br /&gt;
&lt;br /&gt;
Notes:&lt;br /&gt;
* The County folks said that trimming redwoods wasn't really what they were thinking about when they were revising the current regs. They will try to make that clear&lt;br /&gt;
* from their observations, a lot of the undergrowth can be taken w/out permits&lt;br /&gt;
* PG&amp;amp;E is starting / has started a 'surface hardening' program where they will be returning to areas where they were called out to trim/whack, and to correct &amp;amp; extend the trimming. They are supposed to contact each effected property owner. ( the Loma Mar people who have had sets of redwoods simply topped, essentially killing the trees, were pretty happy to hear they wern't going to have to go through the permitting process to fix this problem ) &lt;br /&gt;
* their arborist expressed real doubt about a selective commercial harvesting program in these areas providing enough revenue to even pay for itself, let alone simultaneous brush/undergrowth reduction. &lt;br /&gt;
* they really want people to read these proposals&lt;br /&gt;
* CalFire designations don't automatically trump the county rules. Beyond that there are other agencies involved. CalFire Fire Marshal hazard designations are applied on a tree-by-tree basis; not by lot/acre.&lt;br /&gt;
** much of Butano is riparian, which is an additional set of rules, and about half is within the Coast Comission's oversight. Also, nesting. Aside from nesting our cojoining communities don't have these issues.&lt;br /&gt;
* telling comment from one of the county folks: &amp;quot;It's expensive to live in paradise&amp;quot;&lt;br /&gt;
* another one: &amp;quot;making these places 'fire safe' would spoil their appeal&amp;quot;&lt;br /&gt;
* they had heard that Cleopatra Tuday from SMRCD was out here talking to us, and approved.&lt;br /&gt;

We managed, after realizing Ari didn't show us how to actually _start_ the thing, to get everything working over s super yummy lunch. Then we 'pushed down' new corrective mapping of Fern up to the Taylor Spring tanks and added those.&lt;br /&gt;

Feeling flush with success we then mapped the Fern/Redwood fire hydrant, took some pictures and gathered the attention of a mess of kids who we hope we can draft into this program. Then we had to go clean up for Bill's party, because of course Party.&lt;br /&gt;

Casey took the equipment home and did some sleuthing. He's working on a way to ( finally ) get the Canyon Map Joan and Don cooked up into this system. Long re-introduction / new introduction. this is often the most free-form part of the meeting.&lt;br /&gt;

Discussed fiber-optic installation and conflicts with potential tree removal for CalFire. Contact Ken if you have any questions about how to get those little flags moved around. The installation crew has to calculate cable lengths so they have to have an idea of where this stuff is running.&lt;br /&gt;

Described our Neighborhood Coordinator roles to the new attendees. While the wiki has all this documented, some folks don't have easy access so ?William? offered to print out the maps &amp;amp; current volunteer assignments and distribute.&lt;br /&gt;

Discussion about how much the Prevention aspects of BCERT cover formal Fuel Reduction. How much is part of this group's self-chosen charter? It seemed that the group was comfortable with some Prevention, but more focused on household Preparation at this point. The common felt intersection is emergency access.&lt;br /&gt;
&lt;br /&gt;
It was pointed out that now is a great season for hikers &amp;amp; ramblers to explore the old &amp;amp; grown over trail systems for exit routes ( remember, we have 1 escape route - that's the road. we have a lot of exit routes for slow-moving emergencies ) All who wander are not lost! If you do go hiking use your phone to track via its built in GPS thingsy. write down what you find! Take a radio!&lt;br /&gt;
&lt;br /&gt;
Radios: Discussed day/night use. no consensus reached, really. we need to use them to know how to use them, but conversely don't' want the 'boy who cried wolf' syndrome to set in. Casey checked the radios brought over; the most recent programming should briefly display your name on the top line, and  9-2018 or later when you turn it on.&lt;br /&gt;
&lt;br /&gt;
Casey needs some radio volunteers for a wider-area south county emergency radio check on the morning of Feburary 9th. This check is to look at coverage when the repeaters emergency batteries run out / or are damaged. It would be great if these were the NCs.&lt;br /&gt;
&lt;br /&gt;
the volunteers just need to listen to the radio for an hour in the morning and fill in some boxes in a spread sheet. ( probably no one will hear anything but ... it would be great to know. ) Casey is in a WCompany meeting during the test; they are looking for hams to transmit as well...&lt;br /&gt;
&lt;br /&gt;
CalFire grant work. Group agrees to have a representative from SMRDC come to our next meeting to talk about the current CalFire chipper program &amp;amp; future CalFire grant work. Our next meeting -  which is the 15th? should be interesting. SMRDC would also like to send a person to talk about the Creek, but BCERT members said this was not the proper forum for that. Casey is to look for the proper forum for the creek health / watershed discussion.&lt;br /&gt;
&lt;br /&gt;
Escape Drill. It was agreed that we need to actually run a physical escape drill this winter/sping - before the grasses dry out. This will involve people, cars, and other vehicles.  We're contacting the CEC &amp;amp; LaHonda fire to discuss plans &amp;amp; gather advice. We will have a 'paper drill' or two before-hand. &amp;quot;staaay toonod.&amp;quot; ( we'll use the smaller email list for planning, and document it in the wiki )&lt;br /&gt;

CERT TRAINING: one had started in Menlo Park before the this meeting, so we couldn't get the word out. It's not clear when there will be another one coming up. However contact them about the next 2 sessions - perhaps you can get some of the certification covered &amp;amp; it can't hurt to get exposed to this information. CalFire Mapping: Lisa et al will try to get this going again. For sure we have permissions to do the GS camp &amp;amp; the Pool area &amp;amp; Water Company infrastructre. 2 points - this is not the COUNTY ( they already know everything via helicopter, FLIR, and satellite mapping, and actually don't care ) doing maps, this is CalFire doing mapping for emergency access. This complements our own mapping.&lt;br /&gt;

Casey hosted an SMRDC staffer, Cleopatra Tuday, in a tour of our community. She is a botanist by training and is Kelly's point person for community work on CalFire grants&lt;br /&gt;

The goal was to provide background context for upcoming work on a CalFire grant, and to show her how we're currently handling tree trimming / green fall waste.&lt;br /&gt;
&lt;br /&gt;
We discussed ( as it poured and we dodged falling tree branches ) &lt;br /&gt;
# taking advantage of a current grant they have for wildfire fuel reduction, resulting in ramping up our green waste bin program by adding chipping. This would include a paid crew to load and operate the chipper. I'm working with the Water Company and Road Don on the details.&lt;br /&gt;
# writing a grant for next year's application window. As I currently see it that would be a big ass ( omnibus ) grant proposal to cover:&lt;br /&gt;
## mapping and exit route planning and community outreach&lt;br /&gt;
## exit route maintenance / logging / trimming&lt;br /&gt;
## development of Community Fire Plan&lt;br /&gt;
## development of Community Timber Harvest / Fuel Reduction plan&lt;br /&gt;

there was discussion about the emergency procedures surrounding the gate. During power outages the initial policy will be to 'lock it open' so save the batteries for when / if we really have to keep it locked for some unknown reason.&lt;br /&gt;

This is a quarterly meeting between Peninsula CERT groups to discuss radio issues. &lt;br /&gt;

San Mateo County wide radio propagation test again. ( Casey participated in the last one ) &lt;br /&gt;
&lt;br /&gt;
50 watts and above ; no hand held radios. may do single side band work.&lt;br /&gt;
&lt;br /&gt;
reports of interest:&lt;br /&gt;
Foster City and San Mateo have unified their CERT grups. Expanding to Belmont next year.&lt;br /&gt;
* many opportunities for training. &lt;br /&gt;
Menlo Park / Atherton&lt;br /&gt;
* 1st Sat in Nov, Menlo Park / Atherton groups regathered. &lt;br /&gt;
* their organization is called ADAPT - Atherton Disaster and Preparedness Team&lt;br /&gt;
Kings Mountain&lt;br /&gt;
* John and Bill, our hosts for their simplex test, were there for the first time&lt;br /&gt;
* described a Nov 9 CERT drill&lt;br /&gt;
Millbrea CERT&lt;br /&gt;
* just an intro, really&lt;br /&gt;
&lt;br /&gt;
Radio stuff.&lt;br /&gt;
* stupid 'safe words' during exercise. why say things like 'JACKSON JACKSON' for a real emergency? hard to remember confusing.&lt;br /&gt;
* all agree to just use &amp;quot;BREAK-BREAK-BREAK! I have a real emergency!&amp;quot;&lt;br /&gt;

CERT stuff&lt;br /&gt;
* some discussino about triage and not using the word &amp;quot;BLACK&amp;quot; to describe the traditionally &amp;quot;BLACK colored tags&amp;quot;&lt;br /&gt;
* just be sensible and not say things like &amp;quot;I have 6 Blacks&amp;quot; more along the line of &amp;quot;...6 black tags&amp;quot;&lt;/div&gt;</summary>
